No, not that kind. Sorry.

"Telepathy is a D-Bus framework for unifying real time communication, including instant messaging, voice calls and video calls. It abstracts differences between protocols to provide a unified interface for applications."

D-Bus

Telepathy needs D-Bus, which is built in to Linux but not Windows. So first I need to see if it's at all practical to use D-Bus on Windows. Before I can do that I need to learn more about D-Bus!!
