Launch ArcMap and open a project.

Enable this extension in ArcMap then turn on the toolbar for it.

When you "publish" a map, it will create a file with the extension .pmf which is associated with ArcReader.

It's BINARY, that's for sure. What, you were expecting ArcXML? No -- you must be thinking about ArcExplorer.
